Der Chief Technology Officer (CTO), zu deutsch etwa Technischer Leiter, ist für die technische Entwicklung und Forschung innerhalb eines Unternehmens verantwortlich. Neben der Manager-Position des CTO gibt es auch die Manager-Position des CIO.

IT-Experte Phil Windley erklärt den Unterschied zwischen CIO und CTO so:

"If you have to choose, being a strong technologist is more important for the CTO, while being a good manager is more important for the CIO."

Eine andere Aussage von ihm lautet:

"A CTO is primarily concerned with external products and customers while a CIO is primarily concerned with running the business (internal products and customers)."

Nach Windleys Definition ist der CTO der Leiter der Produktentwicklung, der CIO der Leiter der IT-Organisation.
